General Permit Renewals: Look up your facility location using the following link to see if you discharge to impaired waters or to a water with a TMDL; Impaired Waters & TMDL Map New! Permit Extension Acts of 2009 & 2010 (Session Law 2010-177): Recent changes in legislation have extended the expiration dates for State Stormwater (post-construction) Permits. Permits issued prior to Jan. 1, 2008 and valid between Jan. 1, 2008 and Dec. 31, 2010 have been extended for four years. For example, a permit effective from April 30, 2000 through April 30, 2010 is extended until April 30, 2014. New permits issued between Jan. 1, 2008 and Dec. 31, 2010 will have an expiration date that is extended for the amount of time the permit has been active between Jan. 1, 2008 and Dec. 31, 2010. For example, a new permit issued on May 14, 2009 that usually has a ten-year permit limit will have an expiration date of December 30, 2021. This reflects the ~20 months the permit was active prior to the end of 2010. Please click on the above link to view the Session Law. Recent changes in legislation have adjusted the time period that renewable State Stormwater (post-construction) Permits are issued for. Recent - Last Legislative Session Recent changes in legislation have removed the Authorization to Construct (ATC) requirements for wastewater treatment and disposal systems at industrial facilities with discharge permits. Session Law 2011-394 (Section 9) discontinued the ATC requirements as of July 1, 2011. As these changes affect the review process for the NCG020000, NCG140000, and NCG240000 General Permits, The Stormwater Permitting Unit will be revising and posting more specific information and guidance in the coming weeks. Recent - Actions by Summer 2012 DWQ issued the new NPDES General Permit NCG240000 for Composting Operations on September 23rd. The permit is effective October 1, 2011. Exisiting composing operations subject to these permitting requirements must apply for coverage under this general permit, or apply for an individual discharge permit, no later than July 2012.
