The Division has worked to maintain an interactive web-based mapping system to help the public determine whether development activities are subject to the post-construction permitting program or other stormwater permitting requirements.  Please read the notes below associated with the use of information from this mapping system.  As with any system of this type, it should be viewed as simply a tool to help you in making your final determination about your responsibilities for permit coverage.

Phase II Entity Designations and Updates
Phase II Tipped Counties* (list) (map)
*IMPORTANT:  Davie County and Randolph County are no longer tipped counties.  Updates to map information and the tipped county list are pending.  Please note that unincorporated areas of those counties that are in HQW or ORW watersheds, urbanized areas, Phase II MSIs, or areas otherwise subject to stormwater programs (such as Water Supply) are still subject to post-construction requirements.  Please call the Stormwater Permitting Unit with any questions.

HQW, ORW, and WS Reclassifications

There are waterbodies that have either recently been reclassified as HQW, ORW, or Water Supply, or are pending reclassificaiton.  These areas are not reflected in the current interactive map.  Those watersheds may now be subject to local or State Stormwater Program requirements.  Below are some of these areas (the list is not all inclusive), so be sure to check with the Classification and Standards Unit website:

Upper Catawba River Area, western McDowell County (HQW): EMC approval 7/15/2010; RRC approval pending.  Link to EMC Agenda Attachments.

North Fork New River Area, Ashe and Watauga Counties (ORW / C,Tr+): EMC approval 9/9/2010; RRC approval pending.  Link to EMC Agenda Attachments

♦ Upcoming - Proposed reclassifcation for South Fork New River in Ashe and Watauga counties (WS-IV and WS-IV CA): EMC approval 5/13/2011 to proceed to public hearing.  Link to EMC Agenda Attachments.

♦ Current SW Permitting Reference GIS layer:  Jurisdictional boundaries based on those available in July 2010.  2011 boundary update pending.  This original data layer from 7/27/2010 was modified 9/2/2011 for display in new stormwater permitting map viewer.  For earlier versions or additional information, contact Bethany Georgoulias
Phase II Areas in N.C. (Revised 6/16/2010).  Note this layer does NOT include MSIs that were delineated by the EMC in 2010 ("future MSIs").  Please check here for updates on those areas.  Also, Randolph and Davie counties have since been tipped ouf of the program (see above).
