Sewer PermitsThe Division of Water Quality permits sewer extensions through a number of permitting programs.
Deemed PermittedProjects meeting the requirements of 15A NCAC 02T .0303 are deemed permitted in accordance with 2T Subchapter .0113. To determine if your project meets the applicable requirements to be consider deemed permitted please contact your local Regional Office.
Fast-Track Sewer PermittingProjects that consist of gravity sewers, pump stations and force mains or any combination of the two may be eligible for the Fast-Track Sewer Permitting program. Projects that require an Environmental Assessment pursuant to 15A NCAC 01C .0408, alternative sewer systems (low pressure sewer, STEP systems, and vacuum sewer), and projects funded through Infrastructure Finance Section financial assistance programs are not eligible for the Fast-Track Permitting program. The Fast-Track Permitting program consists of the submittal of an application and an engineer's certification that the project meets all applicable State rules and Division Minimum Design Criteria. In return, the the Division provides expedited processing without a full technical review. For more information regarding the Fast-Track Sewer Permitting program contact your local Regional Office.
Express Sewer PermittingProjects not eligible for the Fast-Track Sewer Permitting program, including projects requiring an EA and alternative sewer systems, may be eligible for the Express Sewer Permitting program. The Express Sewer Permitting program provides an expedited full technical review in exchange for an agreed upon schedule by the Division and the Applicant and additional application fees. Standard Sewer PermittingProjects not eligible for the Fast-Track or Express Sewer Permitting programs, including projects funded through Infrastructure Finance Section funding assistance programs, may submit through the Standard Sewer Permitting Program. For projects funded by the Infrastructure Finance Section see Plan and Specification Approval for additional requirements.
