2011 Clean Water SRF Intended Use Plan

The Intended Use Plan (IUP) describes how the Clean Water State Revolving Fund (CWSRF) will be administered for the 2011 capitalization grant cycle in conjunction with the grant and operating agreements between the State and EPA.
 
This IUP represents a continuation of the 2009/2010 IUP.  Minor editorial changes along with changes related to updates of the Federal appropriations are incorporated in the IUP.
 
The 2011 Federal appropriations statute (PL 112-10) reduced the capitalization grant amount from the 2010 funding level. Overall availability of funds for loans will remain approximately the same for the short-term due to the revolving nature of the program (i.e., loans being paid back). However, principal forgiveness and green project reserve will be reduced due to the reduction in Federal appropriations.
