Clean Water State Revolving Fund (CWSRF)The Clean Water State Revolving Fund (CWSRF) program will next be accepting applications for funding on March 1, 2012. Project applications must be received in our office by close of business on March 1, 2012. Please note that some application documents or guidance my change prior to the submittal deadline. Changes to application documents will be noticed on the Infrastructure Finance Section website prior to the March 1, 2012 application period. 2012 CWSRF Intended Use PlanThe Intended Use Plan (IUP) describes how the CWSRF will be adminstered for the 2012 capitilization grant cycle in conjunction with the grant and and operating agreements between the State and EPA. Final Project List for March 2012 CWSRF ApplicationsThe Infrastructure Finance Section has completed reviews of the March 2012 CWSRF applications. Below is the final project list. Notification letters of either a Notice of Intent to Fund or a Notice of Unsuccessful Application are being mailed to all applicants. Projects on the final project list that include a funding amount in the Green Project Reserve, Principal Forgiveness, and/or CWSRF Base columns are those that will receive Notice of Intent to Fund letters. About the ProgramThe 1987 amendments to the Federal Clean Water Act replaced the Construction Grants program with the Clean Water State Revolving Fund Program (CWSRF). Under the CWSRF, Congress provides the states with grant funds to establish revolving loan programs to assist in the funding of wastewater treatment facilities and projects associated with estuary and nonpoint source programs. The states are required to provide 20% matching funds. In North Carolina, these funds are made available to units of local government at one-half (1/2) of the market rate for a period of up to twenty (20) years. The actual term of the loan is determined by the State Treasurer's Office. The Intended Use Plan is the "short list" of projects anticipated to receive funding for the upcoming fiscal year and is the subject of an annual Public Hearing. In order to receive funding, projects must be included on the State Project List.
