Approval of Plans, Specifications, and Bid Documents for Funded Projects

All projects funded through Infrastructure Finance Section funding assistance programs must submit plans and specifications for funding approval in addition to other DENR permits.  Projects cannot be bid until approval has been received from the Section.  Appropriate funding checklists should be submitted along with submittals.  Please note that the Infrastructure Finance Sestion no longer issues Sewer Extension Permits or Authorization to Construct Permits.

Checklists and Guidance for Funded Plans and Specification Approval

IMPORTANT: SRF project submittals MUST include copies of all encroachments and applicable permits or evidence that applications for remaining required permits have been submitted to the respective permitting agency.  Projects that do not have these included with the project submittal will be returned as incomplete.  All permits must be received prior to approval of plans and specifications for funding.

  • Wage Determination Schedule (under Davis-Bacon Act) - The most recently issued local county Wage Determination Schedule must be included in the specifications in addition to the SRF Special Conditions.  The Wage Determination Schedule should be inserted directly after the SRF Special Conditions.  The local rates can be downloaded from http://www.wdol.gov/dba.aspx#0

Addenda Approval for Funded Projects

An increasing number of funded projects are being bid containing one or more addenda to the approved plans and specifications that have not been submitted nor approved by our office. Many of these addenda contain major modifications requiring a new or revised permit. As stated in our plans and specifications approval letter, ALL addenda must be submitted by the Recipient such that adequate time is allowed for review/approval action by the State, and for subsequent bidder action prior to receipt of bids. Failure to submit addenda for review and approval prior to receipt of bids may significantly delay contract award. It is also a violation of GS 143-215.1 to award construction contracts without the proper permits.

Two (2) copies of all addenda should be submitted in writing to the attention of Seth Robertson, PE at least seven days prior to bid opening.
