Name: Intent to Issue Consent Order for Wastewater Treatment Facility in Village of Nags Head

Carolina Water Service Inc. of North Carolina has requested a Special Order by Consent form the Environmental Management Commission. Carolina Water Service Inc. of North Carolina operates a four-hundred thousand gallons per day wastewater treatment facility at the Village of Nags Head that uses high-rate infiltration for treated wastewater on land adjacent to the Atlantic Ocean in the Pasquotank River basin. Carolina Water Service Inc. of North Carolina is unable to consistently comply with final limitations for effluent and meet infiltration basin performance requirements as set forth in permit number WQ0000910. Compliance will require preparation of plans and specifications for construction of additional treatment works and/or modification of existing treatment works. The proposed order contains a detailed time line and stipulated penalties for failing to meet interim effluent limitations and required deadlines. The order as proposed will become effective on April 11, 2010 and will expire on Oct. 1, 2010.
