The Division has made an attempt to post notices in the following newspaper(s): Fayetteville Observer Star News International Paper Company, 865 John L. Riegel Road, Riegelwood , NC 28456, Columbus County, has applied for renewal of its NPDES discharge permit (number NC0003298) discharging to the Cape Fear River in the Cape Fear River Basin. Currently BOD and dioxin are water quality limited. This discharge may affect future allocations in this portion of the Cape Fear River Basin.
