Injection Well Rule RevisionsNEW: The new injection well rules became effective on May 1, 2012. On April 19, 2012, the Rules Review Commission approved the injection well rules adopted by the Environmental Management Commission on March 8, 2012. The North Carolina well construction standards applicable to injection wells are codified in Title 15A, Subchapter 02C, Section .0200 of the North Carolina Administrative Code. Well construction standards are mandated by the North Carolina Well Construction Act, which charges the Environmental Management Commission (EMC) with the responsibility to adopt regulations to administer and enforce the provisions of the Act. During their May 2011 meeting the EMC approved the proposed rule revisions for public comment pending approval of the economic analysis of the proposed rules' fiscal impact. The Office of State Budget and Management approved the economic analysis on August 19, 2011. The public comment period began on October 17, 2011, and ended on January 13, 2012. Four public hearings were held throughout the state as specified in the schedule below. The comments received were addressed and compiled into the Hearing Officers' Report. Some revisions of the proposed rules were made based on information received during the public comment period.
