Yard Waste Notifications

  • Forms on this page should only be filled out by facilities that meet the following criteria:
  • Are less than two (2) acres in size.
  • Do not process or store more than 6,000 cubic yards of waste and finished material per three month period.
  • Only accept what is considered “Type I” waste (generally what is defined as “yard waste”). Yard waste is defined in G.S. 130A-290 as yard trash and land clearing debris which includes stumps, limbs, leaves, grass, and untreated wood. NOTE: leaves are considered to be “yard trash”. Up to 30 cubic yards of separated leaves can be received on an annual basis without obtaining a yard waste notification.

Yard Waste Notification Renewal Form

Instructions:
The yard waste notification form is now in a condensed interactive PDF format. You can now submit the form electronically through e-mail (a preferred and easy to process method), or by mailing in via hard copy format. Facilities larger than two acres in size must submit a permit application as required in 15A North Carolina Administrative Code 13B .1405

1. This notification form must be submitted annually by June 1st of each year.
2. The prefered submittal method for yard waste renewals is electronically. It is important to use "Save As..." when saving your work. We ask that you name the file with your YWN number and the year, for example: YWN01001_2015. When complete, a copy of the form should be attached to an email and sent to michelle.sclafani@ncdenr.gov.

If your facility is no longer active, please complete the Notice of Ceased Operation of a Yard Waste Facility form, save the form, and then email it to elizabeth.patterson@ncdenr.gov.


Notice of Ceased Operation of a Yard Waste Facility Form

Yard Waste Notification NEW Facility Form 

Instructions:
This form is specifically for new yard waste facilities, and should only be submitted once for the life of the facility. It is designed to be an interactive PDF that you can submit electronically through e-mail (a preferred and easy to process method), or by mailing in via hard copy format. A separate renewal form should then be filled out every year before June 1st even if you complete this form in the same year. Facilities larger than two acres in size must submit a permit application as required in 15A North Carolina Administrative Code 13B .1405

  • 1.  The preferred submittal method for new yard waste facility submittals is electronically. It is important to use "Save As..." when saving your work. We ask that you name the file with your facility's name, for example:DENRYardWasteFacility_YWN2015 or CityOfRaleigh_YWN2015. When complete, a copy of the form should be attached to an email and sent to one of the following email addresses: elizabeth.patterson@ncdenr.gov or michelle.sclafani@ncdenr.gov.  
  • 2.Do not forget to e-mail or mail your aerial photograph to the e-mail address in Question #2 on the form. Your application is considered incomplete without it.
