The North Carolina Division of Waste Management administers a comprehensive program to manage scrap tires. This program prevents illegal dumping of tires by providing an infrastructure to safely collect, store, and recycle scrap tires.
An advance disposal fee is charged when new tires are sold. The proceeds are distributed to each county to pay for collection and recycling of tires. Counties do not charge disposal fees for tires generated in North Carolina. Each load of more than five tires must be accompanied by a completed scrap tire certification form.

New! Scrap Tire Grants- Cycle of Events
Scrap tire grants are awarded biannually.These grants are awarded to counties to aid them with costs associated with the collection and disposal of scrap tires. One cycle runs from April-September the other runs from October-March. Scrap Tire tax distributions are issued from the NC Dept. of Revenue about 45 days after the end of the fiscal quarter- February 15th, May 15th, August 15th and November 15th. Please do not send in grant applications until the Dept. of Revenue has issued the last distribution for that cycle.
January 31st- Scrap tire grants awarded for April-September grant cycle.
February 15th- Scrap tire tax distributions issued by the NC Dept. of Revenue to counties.
April 15th- Scrap tire grant annoucement is sent out to counties for October to March cycle.
May 15th- June 15th- Scrap tire grant applications accepted for October to March time period. Scrap tire tax distributions from the Dept. of Revenue are issued to counties on May15th.
June15th-Deadline to submit grant applications for October to March grant cycle.
July 15th- Scrap tire grants are awarded for October- March cycle.
August 15th- Scrap tire tax distributions issued by the Dept. of Revenue to counties.
October 15th- Scrap tire grant annoucement for the April to September cycle is sent out.
November 15th- December 15th- Scrap tire grant applications are accepted for April to September cycle. Scrap tire tax distributions issued by the Dept. of Revenue on November 15th to counties. Deadline to submit grant applications for April to October cycle is December 15th.
