Oil & Gas Program Rulemaking

Rules Published in Register

As required by law, the draft rules were published in the North Carolina Register Volume 29, Issue 2 - Date: July 15, 2014, with the exception of rule 15A NCAC 05H .2103. This rule was inadvertently omitted from the July 15, 2014 publication and was later published inVolume 29, Issue 3 - Date: Aug. 1, 2014 

Public Comment Period

The Mining and Energy Commission held a comment period July 15 - Sept. 30, 2014 to receive public input on the draft rules. Comments were received via U.S Postal Service, email, petition and verbally at four public hearings. All public comments and audio files from the public hearings are available for review on this website

Public Hearings

Public Hearing Announcement

Four public hearings were held by the Mining and Energy Commission for the public to present written and verbal comments on the draft rules. Meeting were held on the following dates:

  • Aug. 20, 2014 - Raleigh
  • Aug. 22, 2014 - Sanford
  • August 25, 2014 - Reidsville 
  • Sept. 12, 2014 - Cullowhee
