RE: CRAB POTS
Dr. Louis B. Daniel III, Director, Division of Marine Fisheries, hereby announces that effective at 12:01 A.M., Friday, April 11, 2014, this proclamation setting the following provisions for crab pots is rescinded.
DARE, HYDE, AND CARTERET COUNTIES
Commercial and recreational crab pots may be set without escape rings or with closed escape rings in the Pamlico Sound from the western shore of the Outer Banks out to six miles from Oregon Inlet to Wainwright Island.
A. This proclamation is issued under the authority of G.S. 113-182; 113-221; 143B-289.52, and N.C. Marine Fisheries Commission Rules 15A NCAC 03H .0103 and 03J .0301.
B. It is unlawful to violate provisions of any proclamation issued by the Fisheries Director under his delegated authority per N.C. Marine Fisheries Commission Rule 15A NCAC 03H .0103.

D. PT-4-1999 is being rescinded because effective April 1, 2014, N.C. Marine Fisheries Commission Rule 15A NCAC 03J .0301 exempts the Pamlico Sound area covered by this proclamation from escape ring requirements and the proclamation is no longer necessary. Escape rings in crab pots are not required and may be obstructed to retain the crabs in the Pamlico Sound area described in N.C. Marine Fisheries Commission Rule 15A NCAC 03R .0118(1).
