(c) East Fork, Ross Creek and Bailey Creek — All those waters in East Fork northeast of a line beginning on the west shore at a point 35° 25.8000’ N -76° 39.2679’ W; running southeasterly to a point 35° 25.6914’ N -76° 39.1374’ W on the east shore of East Fork, to include all of Ross Creek and Bailey Creek.
