PROCLAMATION

RE: ESTUARINE STRIPED BASS - CENTRAL SOUTHERN MANAGEMENT AREA INTERNAL COASTAL FISHING WATERS- CLOSED SEASON RECREATIONAL


This proclamation revises proclamation FF-4-2019, dated March 7, 2019 and changes the reference proclamation in Section IV. J. only. This proclamation prohibits the possession of striped bass (including hybrids) by closing the recreational fishing season in the Internal Coastal Fishing Waters of the Central Southern Management Area. This action complies with Supplement A to Amendment 1 to the North Carolina Estuarine Striped Bass Fishery Management Plan.

Stephen W. Murphey, Director, Division of Marine Fisheries, hereby announces that effective at 12:01 A.M., Monday, March 11, 2019 the Season to Harvest Striped Bass Taken for Recreational Purposes WILL CLOSE in portions of the Striped Bass Central Southern Management Area (CSMA) as described and the following restrictions will apply:

I. AREA DESCRIPTION (See Section IV (F). for rule prohibiting possession in the Cape Fear River and its tributaries)

A. Area A includes Internal Coastal Fishing Waters for Tar-Pamlico and Neuse rivers and other Internal Coastal Fishing Waters of the Central Southern Management Area as described in rule 15NCAC 03R .0201, Excluding all Joint Fishing Waters of the Central Southern Management Area and the Joint and Coastal Fishing Waters of the Cape Fear River and tributaries (including Snow’s Cut). (MAP A.)

B. Area B includes Joint Fishing Waters for Tar-Pamlico and Neuse rivers and other Joint Fishing Waters of the Central Southern Management Area as described in rule 15NCAC 03R .0201, Excluding the Joint and Coastal Fishing Waters of the Cape Fear River and tributaries (including Snow’s Cut).  (MAP B.)

II. RESTRICTIONS AREA A.

A. It is unlawful to possess striped bass.

B. It is unlawful to fail to return all striped bass to the water in a manner that ensures the highest likelihood of survival.

III. RESTRICTIONS AREA B. (See Section IV (H) for Size and other restrictions in rule)

A. Daily Creel Limits
1. It is unlawful to possess more than two (2) striped bass taken in any one day by hook and line or for recreational purposes.
B. Season, Means, and Methods
1. Striped bass may be taken by hook and line or for recreational purposes seven days a week during the open season.
2. The recreational season for striped bass closes at 11:59 P.M. on Tuesday, April 30, 2019.
3. It is unlawful to sell, offer for sale, or purchase striped bass taken by hook-and-line or for recreational purposes.
