Joint Law Enforcement Agreement Study

8-point rule

In 2015, the governor signed Senate Bill 374 (Session Law 2015-201) into law, directing the Division of Marine Fisheries to conduct a study and seek input from stakeholders on the impacts, costs and benefits of a joint enforcement agreement with the National Marine Fisheries Service and to determine whether the state should enter into such an agreement. Currently, the division is statutorily prohibited from entering into a joint enforcement agreement. This law also required the division to establish a stakeholder advisory group to aid the division in the development of this study. It specified that the stakeholder advisory group only include persons who are for-hire license holders representing all major recreational fishing areas on the North Carolina coast, commercial fishing license holders on the North Carolina coast and relevant staff to the division. Following are the results of that meeting.
