RTN System Update #4

On April 14, 2012 at 6:00 p.m. EDT the old (NSRS2007) and new (2011) RTN servers will be unavailable for approximately three (3) hours. The old RTN servers are being moved to keep them operational until Geoid12 is available. RTN access will NOT CHANGE after the relocation. Please plan your work schedule accordingly since the RTN's will be unavailable for those hours.

RTN System Status

The old RTN network (NAD83(NSRS2007)) will remain operational and accessible until the NAD83(2011) adjustment and GEOID12 are released. NCGS will post updates on this website.

Please be aware you will still need a new logon and password to access the new network.

Message for NC RTN users!

~~Access to the old RTN (referenced to NAD83(NSRS2007) will end on the evening of April 4, 2012.~~ If users have not received a new RTN access information email, contact Bart Alligood at bart.alligood@ncdenr.gov for further directions.

The new RTN system will be referenced to the most recent National Geodetic Survey (NGS) adjustment of NAD 83, NAD 83(2011) (http://www.ngs.noaa.gov/web/surveys/NA2011/NA2011_Project.shtml), which is aligned with the recently published multi-year CORS solution (www.ngs.noaa.gov/CORS/coord_info/myear_FAQ.shtml).

Although NGS has published the new multi-year CORS solution, they are still in the process of adjusting the passive marks to NAD 83(2011).

NGS is producing a new geoid (GEOID12) to be released in early 2012 to be used with NAD 83(2011). For more info on the new geoid, please read National Adjustment of 2011 (NA2011) FAQ #20 (http://www.ngs.noaa.gov/web/surveys/NA2011/NA2011_FAQ.shtml).

Until the new geoid is released, we recommend localizing to NAVD 88 bench marks when using NAD 83(2011) ellipsoid heights with the current geoid, GEOID09, because GEOID09 was developed to work with NAD 83(NSRS2007).

RTN System Upgrade

Greetings NC RTN users:

We are pleased to inform you of the following two NC CORS/RTN announcements, NCGS is:

Upgrading the RTN’s software which will provide:

A web-based tool for a user to check the status of both the network and his/her device’s status on the network

Migrating the system from the servers in the Archdale Building to the new servers at the North Carolina Western Data Center (http://www.its.nc.gov/news/newsdetails.aspx?ID=28)

During this upgrade and migration period, we will operate both the existing system and the new system. Our plan is to operate both systems until the end of the year in order to provide sufficient time for each RTN user to:

1. Update the RTN access information on his/her device

2. Register onto the new web-access system

3. Test drive the new system

The new RTN system will be referenced to the most recent National Geodetic Survey (NGS) adjustment of NAD 83, NAD 83(2011) (http://www.ngs.noaa.gov/web/surveys/NA2011/NA2011_Project.shtml), which is based on the recently published multi-year CORS solution (http://www.ngs.noaa.gov/CORS/coord_info/myear_FAQ.shtml).

Note: Although NGS has published the new multi-year CORS solution, NGS is still in the process of adjusting the passive marks that have published NAD 83(NSRS2007) positions.

Note: NGS will produce a new geoid model, which will be released in early 2012 and consequently named GEOID12, to be used with NAD 83(2011). For more info on the new geoid, please read National Adjustment of 2011 (NA2011) FAQ #20 (http://www.ngs.noaa.gov/web/surveys/NA2011/NA2011_FAQ.shtml).

We expect to complete beta testing of the new RTN system by the end of November. Once beta testing has been completed, we will provide you with the following information:

2. Directions for registering onto the new web-access system

NOAA releases mobile application featuring Hurricane Irene.

"NOAA's National Geodetic Survey recently released a prototype mobile web application that makes it possible for emergency responders to access emergency response imagery while in the field.

The prototype uses imagery acquired by NOAA aircraft following Hurricane Irene. NOAA collected more than 1,500 images the first day of the storm to assist with assessing storm damage. The prototype also includes imagery collected following the May 22 tornado in Joplin, Missouri.

The application can be viewed on iOS, Android, and Blackberry smartphones and tablets. The web application may be viewed using Google Chrome, Apple Safari, and other WebKit-based browsers. It is not viewable on Microsoft Internet Explorer or Mozilla Firefox."

Green Square commemorative geodetic disk

The Green Square Complex - DENR OfficeBuilding’s dedication ceremony on Thursday, Oct. 13^th, was marked with inspiring speeches by dignitaries, a team ribbon-cutting ceremony, and hundreds of people touring the building.

What was overlooked by some and even walked upon by the throng as they entered the building and gazed upward through five plus floors of the glass and steel atrium was the stainless steel commemorative geodetic disk on the floor in front of the reception desk.

The commemorative disk reads:

Longitude (λ): 078° 38’ 31.92629” W NAD 83(NSRS2007)

Elevation: 345.0 U.S. Survey Feet NAVD 88

"GREEN square 2011" was positioned by the North Carolina Geodetic Survey (NCGS), which is a spatial data framework agency within the Division of Land Resources (DLR) of the North Carolina Department of Environment and Natural Resources (NCDENR), to:

· Commemorate the building

· Provide precise and accurate coordinates to land surveyors

· Educate the public on the importance of “geodesy”

Ironically, “geodesy” is an uncommon word, but we benefit greatly from it. Geodesy is the science of measuring and monitoring the size and shape of the Earth in order to establish a spatial reference system that everyone can use. NCGS is responsible for the development and maintenance of the spatial reference system used in North Carolina: the North Carolina State Plane Coordinate System, which is used for surveying, engineering, construction, geographic information systems (GIS), precision agriculture, navigation, communication systems and mapping.

Thus, geodesy allows modern society’s infrastructure (e.g. airport runways, bridges, buildings, freeways, etc.) to be built and function smoothly because surveyors used precise and accurate coordinates and elevation values. The Global Positioning System (GPS) device in your car that tells you how to get from your present location to your desired destination is based on geodesy. GIS also relies on geodesy in order to accurately overlay different layers of spatial information (e.g. roads, pipelines, ecological habitats, housing, pollution sources, etc.) to solve complex interrelated problems.

If you can understand society’s dependence on precise and accurate horizontal coordinates and elevation values, then you can also understand the need for metadata, which is descriptive information about the data. For example, there is a big difference between driving 65 mph on an interstate and driving 65 kph, which is equivalent to only ~40 mph. Spatial data users need to know which horizontal datum was used to reference horizontal coordinates and which vertical datum was used to reference an elevation value. In the case of the commemorative disk, the “NAD 83(NSRS2007)” tag on the latitude and longitude tells the spatial data user that the coordinates were referenced to the North American Datum of 1983 that was readjusted in 2007. The “NAVD 88” tag on the elevation value tells the spatial data user that the elevation value was referenced to the North American Vertical Datum of 1988.

Why are datums important? If you wanted to drive across a bridge that was built using NAD 83 referenced coordinates and NAVD 88 referenced elevation values, but the contractor who built the bridge assumed that the values were referenced on earlier datums [e.g. the North American Datum of 1927 (NAD 27) for horizontal coordinates and the National Geodetic Vertical Datum of 1929 (NGVD 29) for elevation values], the bridge would be off by 76 ft north-south, 79 ft east-west, and almost a foot in elevation. Needless to say, your trip across the bridge would be mighty interesting.

NGS OPUS Announcement

"On September 6, 2011 NGS's CORS group released revised coordinates for all CORS sites...NGS is in the process of completing an adjustment of the passive control network. Until the adjustment is complete, OPUS will allow users to choose getting coordinates in either the new or previous reference frames. Once the passive network is adjusted to NAD 83(2011, MA11, PA11) then the OPUS support for ITRF00 and NAD 83(CORS96, MARP00, PACP00) will end."
