 Oil & Gas Program - Energy Section

The Oil and Gas Program in the Energy Section of the Division of Energy, Mineral and Land Resources administers and enforces the provisions of the Oil and Gas Conservation Act and serves as staff to the Mining and Energy Commission.

The Oil and Gas Program assists the N.C. Mining and Energy Commission (MEC) in developing a modern regulatory program for the management of oil and gas exploration and development in the state, including the use of horizontal drilling and hydraulic fracturing. This occurred following General Assembly ratification in July 2012 of the “Clean Energy and Economic Security Act,” or Session Law 2012-143.

The Mining and Energy submitted rules to the Office of Administrative Hearings  for publication in July 2014.  The rules may be viewed and commennted on at the Public Comment Meeting  page of the MEC.

Public Comment on Draft Oil and Gas Rules:

The Oil and Gas rules, as drafted by the Mining and Energy Commission, are currently available for public comment.  The Rules were published in the following editions of the NC Register:

North Carolina Register: Volume 29, Issue 3 - Date: August 1, 2014     This file will load a pdf document that includes the published rule 15A NCAC 05H .2103* (Timing and Notice of Reclamation) text.  This rule was inadvertently omitted from the Volume 29, Issue 2, Date: July 15, 2014 publication.  

*The offical Public Comment Period will remain open for Rule 15A NCAC 05H .2103 from August 1, 2014 to September 30, 2014.
