Information for Federal and State AgenciesThe Division of Water Quality hosted a meeting with federal and state agencies affected by the Jordan and Falls Lake Rules in March 2011. Below are links to the meeting presentations and the Nutrient Loading Accounting Tool that federal and state agencies are now required to use. *Note: Several minor technical errors have been found with the tool. DWQ will release a Version 2.0 soon. An announcement will be sent to the Listserv when the new version is complete. Nutrient Loading Accounting ToolMemo to Developers & Local Governments This memorandum identifies an issue in the design of the approved Jordan/Falls Stormwater Load Accounting Tool and offers guidance on how developers and local governments should enter the square-footage of riparian buffers, wetlands and open water into the tool. The division asks local governments to share this memorandum with developers in their jurisdictions. Surface Water Identification & Training Certification CourseThe Jordan Buffer Protection Rule (15A NCAC 02B .0267) requires local governments to make on-site determinations to determine applicability of the buffer rule. It further clarifies that only a staff person that has completed the N.C. Division of Water Quality’s Surface Water Identification & Training Certification (SWITC) course may make those on-site determinations.
