Each new benefit-eligible employee should attend a New Employees Benefit Orientation which covers all benefit plans in detail. Enrollment requirements and procedures are provided at orientation.

Consumer Credit Counseling Service
Consumer Credit Counseling Service (CCCS) is a confidential, nationwide not-for profit service. CCCS offers assistance to people in developing a personal budget, getting out of debt and learning to use credit wisely. Their financial counselors are all nationally certified to ensure that consumers of CCCS receive the highest quality budget and credit counseling services.
CCCS is part of network of more than 850 such organizations in the United States, Canada and Puerto Rico and is affiliated with the National Foundation for Consumer Credit, a national non-profit organization that works to create a better public understanding of consumer credit and its uses. In Wake County, Consumer Credit Counseling Service operates as a division of Triangle Family Services and is partially funded by the United Way.
How can they help you ?
Consumer Credit Counseling Service can...
- assist you in developing a personal budget that will meet your current financial needs
- help you achieve future goals
- show you techniques that may help you avoid future financial difficulties
- discuss with you how to use credit wisely
- assist you with the repayment of your bills
- assist first-time home buyers
They offer both daytime and evening appointments to meet work and family schedules. A new option is telephone counseling which is more convenient for some who find it difficult to take time away from work or have transportation problems.
How can they assist you with the payment of bills ?
CCCS has a Debt Management Program that will work with you and your creditors to repay your unsecured debts. Counselors act on your behalf to obtain the most favorable conditions for repayment of your bills. Since this is a nationally recognized program, their counselors can often negotiate with creditors to provide you with a smaller monthly payment and other reduced interest payments.
Is there a fee for these services ?
There is no fee for most services. An initial budget counseling session is free to everyone. If you continue to maintain payment of your bills but desire on-going budget counseling, there will be a sliding fee (from $5 to $20 based on family income) for each additional session. There is no fee to enroll in the Debt Management Program. There is a small monthly postage charge which ranges from $8 to $15 (depending on the number of your creditors) to cover the cost of mailing payments on your behalf.

Eligibility for Benefits
If you work at least .750 (three/quarters) time, and make a contribution into a mandatory retirement system, you are eligible for all of the benefit plans offered. If you do not meet this criterion, depending upon your employment status, you may be eligible for some of the plans offered. For further information, call 715-4500.

Events or Change in Family Status
Events may happen that will require that you utilize or change your current benefit plans. You may amend existing coverage or elections for one of the qualifying family status changes listed below or a qualified status change under the IRS tax code 125:
Adoption (your child)
Birth (your child)
Child Ages (off the coverage or plan)
Death (of spouse or dependent)
Divorce
Employment Change (of spouse or dependent)
Examples:
Commencement or termination of employment
Switching from full-time to part-time
Taking of an unpaid leave of absence by the employee or the employee's spouse
Health Coverage Changes significantly(you or your spouse) attributed to the spouse's employment
Marriage
Benefit Plans you may want to consider amending are:
Health, Dental, Life Insurance, Flexible Spending Accounts, Retirement and Accidental Death and Dismemberment Insurance. Please note: Some benefit plans require that an employee submit a change form along with appropriate documentation within thirty days from the date of the event. The effective date is usually the first of the month after the event.
Note: Up to a one year pre-existing condition waiting period may still be imposed with certain health plans for adding a dependent.
