Bill Cary
General Counsel
William “Bill” Cary joined DENR in May 2012 as the Department’s new general counsel, overseeing all legal matters for DENR. Bill is the first point of contact in litigation, acting as the service agent for all contested cases, tort claims, bankruptcies and other lawsuits against the Department. He fills the role of Environmental Justice Coordinator and coordinates our state activities with federal ones. He supervises the rulemaking coordination process with the assistance of Jennifer Everett, the Department’s rulemaking coordinator. He also provides advice on various issues such as new policy initiatives, legislation, contracts, conflicts of interest, and dispute resolution.
Bill came to DENR from the Greensboro law firm Brooks, Pierce, McLendon, Humphrey, & Leonard, where he spent his entire career. Cary earned a bachelor’s degree, law degree and master’s of business administration from the University of Virginia. He lives in Greensboro with his wife, Linda.
