Request for Proposals: Load Reduction Measures

The Piedmont Triad Regional Council (PTRC), in partnership with the N.C. Division of Water Quality and the state Nutrient Scientific Advisory Board, is requesting cost proposals from qualified candidates to develop a technical report addressing specific nutrient load reducing measures. The report will assemble available data to characterize load reduction performance and associated design specifications for these measures, and shall recommend methods for estimating reduction values associated with specific designs across a range of likely field conditions. These measures will be available for use by parties affected by nutrient strategy stormwater requirements.  A final deliverable will be required by Sept. 20, 2013.

The Piedmont Triad Regional Council (PTRC), in partnership with the N.C. Division of Water Quality and the state Nutrient Scientific Advisory Board, is requesting cost proposals from qualified candidates to develop a software tool similar to, or adapted from, the existing Jordan/Falls Lake Stormwater Load Accounting Tool. The tool shall estimate annual nutrient loads associated with stormwater runoff from new and existing development sites based on user-defined land covers and stormwater controls (BMPs). In addition to the tool, the project requires development of an owner’s manual, a users’ manual and a recorded training session for the end-user communities. The tool will initially be developed to serve communities within the Jordan and Falls Lake watersheds, but should be applicable throughout the range of climatic and soil conditions in North Carolina.

There is a total of approximately $55,000 available for both projects.  

Questions about both projects may be submitted to the PTRC until 12:00 p.m., April 8, 2013 and will be answered via email by April 11, 2013. Interviews may be held with select respondents on either April 24 or 25, 2013. Respondents should reserve these days pending notification from PTRC staff.  

Responses to both Requests for Proposal must be received in electronic format by contract manager Cy Stober no later than 4 p.m. on April 19, 2013
