Request to Send the Final Draft for theRoanoke River Basinwide Water Quality Plan to the Environmental Management Commission (EMC) for Approval – (Action Item) (Melanie Williams) The Division of Water Quality (DWQ) staff will request permission to take the final draftRoanoke River Basinwide Water Quality Plan to the EMC for approval. Staff will present a summary of plan highlights and public comments. (Attachments enclosed: final draft Roanoke River Basinwide Water Quality Plan) 2. Request for a Major Variance from the Tar-Pamlico River Riparian Area Protection Rules for Swimming Pool for William M. Bell at 216 Forte Shores Dr., Chocowinity, NC - (Action Item) (Amy Chapman) DWQ has requested the Water Quality Committee (WQC) to grant a Major Variance from the Tar-Pamlico River Riparian Area Protection Rules (15A NCAC 2B.0259) to Mr. William M. Bell for an above-ground pool at his home at 216 Forte Shores Dr., Chocowinity, NC. Pursuant to a separate agreement with the Division of Coastal Management (DCM), the applicant has implemented storm water treatment via redirecting the gutter system on the existing house and has proposed buffer mitigation in the form of tree and shrub plantings. The Division of Water Quality staff recommends approval of this major variance request due to the applicant’s medical need, despite the fact that the applicant does not meet the strict letter of the hardships outlined in 15A NCAC 02B .0259 (9)(a). Annual Progress Reports on the Neuse and Tar-Pamlico Agriculture Rules– (Information Item) (John Huisman and Mike Herrmann) The Neuse and Tar-Pamlico Rules (15A NCAC 2B .0238 and .0256, respectively) require that the Basin Oversight Committees (BOCs) report to the EMC each year on implementation progress. For crop year 2010,the BOCs received and approved annual reports from the 17 Local Advisory Committees (LACs) in the Neuse basin and the 14 Tar-Pamlico LACs. The reports showed cumulative nitrogen loss reductions of 49% and 52%from baseline through 2010 from Agriculture in the Neuse and Tar-Pamlico, respectively. Relative to reductions reported last year, this equates to a 5% increase in nitrogen loss reduction in the Neuse and a 2% increased reduction in the Tar-Pamlico basin.
