Nutrient Offset Customer Types

The Division of Mitigation Services In-Lieu Fee Mitigation Program is designed to provide a consistent and streamlined approach to facilitating both environmental protection and economic development in North Carolina. DMS accomplishes these goals by assisting public- and private-sector entities or individuals in meeting nitrogen and phosphorus reductions to satisfy nutrient-loading requirements. The use of the nutrient offset program is voluntary. DMS is receipt-based and makes customer service a high priority.  DMS has assisted over 2,200 development projects since the inception of the Nutrient Offset Program.

The chart above shows a summary of the number and types of customers who have used the Nutrient Offset Program to mitigate for excess loading from development projects. The Nutrient Offset Program is available in areas of the state with nutrient management strategies.  The payment data is provided in the Excel file below.
