Issues Resolved: Contract Administration Processing Time
Processing time has been reduced by 35 days. Actions taken include reassignment or providing backup to contract negotiators and improving contract-processing approvals through the NCDENR Budget Planning and Analysis Section and the Division of Purchase and Services. Other actions include closer coordination with the State Construction Office.
Issues in Development: Streamlined contracting (Expected in January 2011)
Delays to contracts and production of work are at times caused by contract amendments that result from scope changes that occur during the preliminary phases of a project. When this happens, contract amendments are processed internally at EEP and through DENR Purchase and Services and the State Construction Office. Working with these two divisions, consideration is being given to eliminating certain steps between Purchase and Services and the State Construction Office to allow refinement of preliminary engineering prior to final design and construction. A pilot program is in consideration to test the efficiency of the process and to confirm that contracting and reporting oversight is maintained to required procurement standards.
