Statewide Stream & Wetland Program (Fund 2981):
This program is a voluntary, receipt-based In-Lieu Fee program available to the general public. All payments collected (receipts) and expenditures for this program are made from the Statewide Stream and Wetland Fund.
This program is available to applicants whose land-disturbing activities require stream or wetland compensatory mitigation as specified by USACE or DWQ. The general public, including commercial and residential developers, and governmental agencies including municipalities and military installations have three primary options for satisfying their mitigation needs:
1. They may produce the mitigation themselves (permittee mitigation);
(Note: EEP is not an option for nongovernmental entities when mitigation banks have available credits).
The availability of this program helps the general public by providing a state-wide service that is cost-effective and that simplifies the permitting processes. Whereas permittee provided mitigation may last 7 to 10 years, an applicant may be able to satisfy their compensatory mitigation requirements in as little as 1 day by participating in EEP's in-lieu fee program.
