USI Team

Utility Savings Initiative

The Utility Savings Initiative (USI) is a comprehensive approach to reducing utility expenditures and resource use in North Carolina state, local municipal and county government and public education facilities.

The strategic goals of USI are to:
♦ Manage energy and water consumption and costs in public buildings;
♦ Educate and raise awareness of staff, faculty and students at each facility as appropriate;
♦ Support participants through site visits, technical assistance and strategic energy plan evaluations; and
♦ Manage the performance contracting process for public entities.

North Carolina Session Law 2007-546, enacted in 2007, requires each state agency and university to reduce energy consumption by 20% by 2010 and 30% by 2015, with a baseline of fiscal year 2002-2003.

The Environmental Assistance Center (EAC) was created in 2011 to help DENR regulated entities find answers to their permitting and compliance questions. The EAC also offers free and confidential environmental sustainability assistance, including water and energy efficiency, recycling and composting, and education on how to prevent waste and pollution.
