Coastal Resources Commission to Meet Nov. 19-20 in Morehead City

RALEIGH — The N.C. Coastal Resources Commission will meet Nov. 19-20 at the Crystal Coast Civic Center in Morehead City. The commission will hear requests for variances from CRC rules at 3 p.m. Nov. 19, and the CRC’s regular business meeting will begin at 8:30 a.m. Nov. 20. The commission will not meet on Nov. 21. The meeting is open to the public.

The following items are on the CRC’s agenda:

  • Ocean Policy Study Committee Draft Recommendations(9:30 a.m. Nov. 20) – Coastal Management staff will present the committee’s draft recommendations on how the state should manage emerging ocean issues.

  • Land Use Plan Amendments(8:30 a.m. Nov. 20)– Commissioners will consider certification of a land use plan for the town of Pine Knoll shores, and a land use plan amendment for the town of Carolina Beach.

  • Beach and Inlet Management Plan Update(9:30 a.m. Nov. 20) – Coastal Management staff will present an update on the Beach and Inlet Management Plan recommendations, along with a schedule of public meetings in December.

  • Offshore Energy Update(1:30 p.m. Nov. 20) – Coastal Management staff will review recent developments in offshore energy issues.

  • Inlet Hazard Areas Update and Discussion(1:30 p.m. Nov. 20) – Members of the CRC’s Science Panel will provide an update on the panel’s Inlet Hazard Area recommendations, and Coastal Management staff will provide a progress report on Inlet Hazard Areas policy issues.

  • Amendments to 15A NCAC 7B .0901 CAMA Land Use Plan Amendments and 7B .0801 Public Hearing and Local
    Adoption Requirements(1:30 p.m. Nov. 20) – Division of Coastal Management staff will present suggested amendments to the CRC’s Land Use Planning rules.

  • Public Input and Comment (Noon Nov. 20) – Members of the public may comment on coastal issues not already on the commission’s agenda for this meeting.

  • The following rules will be considered for adoption:

    • 15A NCAC 7H .1401, .1402, .1404, .1405 GP for Construction of Groins in Estuarine & Public Trust Waters

    • 15A NCAC 7H .2101, .2102, .2104, .2105 GP for Marsh Enhancement Breakwaters

    • 15A NCAC 7H .2401, .2402, .2404, .2405 GP for Placement of Riprap for Wetland Protection

    • 15A NCAC 7J .0701, .0703 Variance Petitions

    • 15A NCAC 7M .0301, .0302, .0303, .0306, .0307 Shorefront Access Policies

The Coastal Resources Advisory Council, a group that provides the CRC with local government perspectives and technical advice, will meet at 1 p.m. Nov. 17 at the Crystal Coast Civic Center in Morehead City.
