Coastal Resources Commission To Meet Jan. 17-18 in New Bern

RALEIGH — The N.C. Coastal Resources Commission will meet Jan. 17-18 at the Sheraton Hotel and Marina in New Bern. The meeting is open to the public. Please note that the meeting will begin at 8 a.m. both days.

This meeting will primarily be a strategic planning session for the Coastal Resources Commission, facilitated by Kathi Parker, organizational development consultant with the Office of State Personnel. The meeting will provide an opportunity for the commission to prioritize current initiatives and discuss emerging issues in coastal management.

Members of the public will have an opportunity to comment on current and emerging coastal issues following the initial planning session on Thursday morning.

In addition, the commission will hear requests for variances from the state’s coastal management rules, as well as a contested case, beginning at 8:30 a.m. Thursday.

At 11 a.m. Friday, Coastal Management staff will present a summary of public comments along with staff recommendations for amendments to 15A NCAC 7H .0305 General Identification and Description of Landforms, which would define a “static vegetation line,” and allow exemptions from the static line under certain conditions.

DCM staff will also present a summary of public comments along with staff recommendations for amendments to 15A NCAC 7H .0306 General Use Standards for Ocean Hazard Areas - Ocean Hazard Setback, which would tie beachfront building setbacks to the size of the structure, and not the use. The revisions include graduated setback factors for buildings greater than 5,000 square feet, and do not allow for cantilevering oceanward of the setback line.

The Commission will also vote on the following rule amendments (proposed changes are available online at http://www.nccoastalmanagement.net/Rules/proposed.htm):

  • 15A NCAC 7B .0802 Presentation of CAMA Land Use Plans to CRC for Certification

  • 15A NCAC 7H .0209 Urban Waterfronts

  • 15A NCAC 7H .0312 Technical Standards for Beach Fill Projects

The Coastal Resources Advisory Council, a group that provides the CRC with local government perspectives and technical advice, will meet at 3 p.m. Jan. 16 in the Lawson Room at the Sheraton New Bern Hotel.
