CRC will meet Nov. 17-18 in Beaufort

The N.C. Coastal Resources Commission will meet Nov. 17-18 at the NOAA/NCNERR Administration Building, 101 Pivers Island Road, in Beaufort. The meeting will begin at 3 p.m. on Nov. 17, and at 8:30 a.m. Nov. 18. The meeting is open to the public.

In addition to the regular meeting, the CRC will conduct a third sandbag stakeholder workshop at 10 a.m. Nov. 17 at the Pivers Island location. The CRC has invited several coastal N.C. stakeholders to participate in the workshop to continue a discussion of the current status of rules governing sandbag use on the N.C. oceanfront, and to gather input on options for the future of the Commission’s sandbag rules.

The following are some of the main items on the CRC’s agenda:

  • CRC Priorities and Direction– Chairman Bob Emory will lead a discussion of the Commission’s current priorities.

  • Re-assessment of Sandbag Removal Priorities –DCM staff will provide an update on the most recent inventory of sandbag structures in preparation for enforcing removal of those structures that are past their time limit.

  • Sandbag Stakeholders Meeting Summary– DCM staff will review comments and suggestions from three sandbag stakeholder meetings.

  • Draft Inlet Hazard Area Rules Stakeholder Meetings Summary – DCM staff will present comments and suggestions from meetings with local government representatives regarding the proposed changes to the CRC’s IHA rules and proposed boundary updates.

  • Review of Existing Statutes and Rules to Address Offshore Energy Exploration – As required by Session Law 2010-179, the CRC will examine its existing rules regarding offshore energy exploration, specifically as they relate to potential spills.

  • Beach and Inlet Management Plan Recommendations– DCM staff will present recommendations from the N.C. Beach and Inlet Management Plan.

  • Variance– Commissioners will hear one request for a variance from the CRC’s rules.

  • Public Input and Comment –Members of the public may comment on any issue not on the current agenda.

  • Rule Adoptions – The CRC will vote on adoption of the following proposed rule changes:

    • 15A NCAC 7H .0106 General Definitions

    • 15A NCAC 7H .0208(b)(13) – Use Standards (Wind Energy Facilities)

    • 15A NCAC 7M .0400 Coastal Energy Policies

The Coastal Resources Advisory Council, a group that provides the CRC with local government perspectives and technical advice, will meet at 1 p.m., Nov. 17, at the NOAA/NCNERR Administration Building.
