Elizabeth City District:

Troy Boyd, Pasquotank County, unauthorized minor development by constructing a building within 30' of the normal water level and placing a storage container, crab shedders and equipment within the Coastal Shoreline AEC adjacent to a man-made canal contiguous to the Albemarle Sound.

Morehead City District:

B. Prescott Construction, LLC (c/o Bobby Prescott), Pamlico County, violation of the terms and conditions of State Permit No. 101-08 issued to DRJ Land Development, LLC by installing an unauthorized boat lift and installing the unauthorized boat lift in excess of 1/4th the width of the waterbody within the Estuarine Waters and Public Trust Area AECs of Dawson Creek.

Washington District:

Mark Weitzel, Beaufort County, unauthorized major development by constructing a platform and a driveway within the Public Trust Area and Public Trust Shoreline AECs adjacent to Wright's Creek contiguous to the Pungo River.

Robert Hinson, Hyde County, unauthorized major development and violation of the State's dredge and fill law by excavating and filling in the Coastal Wetlands AEC adjacent to Rose Bay.

Rufus Harrell, Chowan County, unauthorized major development by installing jetski lifts within the Estuarine Waters and Public Trust Area AECs in the Chowan River.

Michael Midgette, Dare County, unauthorized major development and violation of the State's dredge and fill law by constructing a bulkhead within the Estuarine Waters, Public Trust Area, and Coastal Shoreline AECs in a man-made canal contiguous to Colington Creek.

Morehead City District:

Brent Brewer, Craven County, unauthorized major development and violation of the State's dredge and fill law by placing earthen fill material within the Coastal Wetlands AEC adjacent to Adams Creek.

Robert O'Brien, Craven County, unauthorized major development and violation of the State's dredge and fill law by placing earthen fill material within the Coastal Wetlands AEC adjacent to Adams Creek.

DRJ Land Development, LLC (c/o Joseph Arnone), Pamlico County, violation of the terms and conditions of State Permit No. 101-08 by constructing the authorized boatlift structure more than 1/4 the width of the waterbody within the Estuarine Waters and Public Trust Area AECs of Dawson's Creek.

Pat Blue, Dare County, unauthorized major development by constructing a platform within 30' of the normal water level and expanding an existing pier within Colington Creek in the EW, PTW, and CS AECs.

Michael Chagnon, Camden County, unauthorized major development and violation of the State's dredge and fill law by placing earthen fill material within 75 of the normal water level in the ES AEC adjacent to the Albemarle Sound.

Harold Gross, Dare County, unauthorized major development and violation of the State's dredge and fill law by placement of riprap material and sand fill within the EW and ES AECs in a man-made canal contiguous with the Pamlico Sound.

John Kesler, Camden County, unauthorized major development and violation of the State's dredge and fill law by placing earthen fill material within 75' of the normal water level within the ES AEC adjacent to the Albemarle Sound.

Gary Mercier, Perquimans County, unauthorized major development and violation of the State's dredge and fill law by conducting maintenance excavation of the basin substrate and placing the spoils within 30' of the normal water level in the PTW and PTS AECs in a tributary off Deep Creek contiguous with the Little River.

Kitty Hawk Landing Assoc. (c/o Terry Getchell) and Total Marine Services Inc. (c/o Winston Silver), Dare County, unauthorized major development by installing pilings within the man-made canal system contiguous with the Albemarle Sound in the EW and PTW AECs.

Merritt Hooper, Dare County, unauthorized minor development by constructing steps, walkway, and a retaining wall within the OEA AEC adjacent to the Atlantic Ocean.

Bonefish Holdings LLC (c/o Al Baum), Dare County, unauthorized minor development by constructing steps, walkway, and a retaining wall within the OEA AEC adjacent to the Atlantic Ocean.

Point of Wanchese LLC (c/o Mikey Daniels) and Williams Recycling and Salvage (c/o John Williams), Dare County, violation of the terms and conditions of State Permit No. 128-09 and violation of the State's dredge and fill law by placing concrete riprap material outside of the approved alignment location; the placement of demolition debris and earthen fill material waterward of the normal water level; filling of coastal wetlands; and the unauthorized placement of riprap groins. This activity occurred within the CW, EW, PTW, and ES AECs in and adjacent to the Roanoke Sound.

Robert Rainey and J.W. Slade (contractor), Currituck County, unauthorized major development and violation of the State's dredge and fill law by placing unconsolidated fill material waterward of the normal water level and the placement of fill material within 75' of the normal water level within the EW, PTA, and ES AECs in and adjacent to the Currituck Sound.

William Hufton Jr., Currituck County, unauthorized major development and violation of the State's dredge and fill law by constructing a boat ramp and adding a step down to an existing dock within the EW, PTA, and ES AECs in Currituck Sound.

Binh Tan Nguyen, Tyrrell County, unauthorized minor development by constructing roofed crab shedders within 30' of the normal water level in the Coastal Shoreline AEC adjacent to a man-made canal contiguous with the Albemarle Sound.

Carolina’s Best Seafood (c/o Donald Harris), Hyde County, unauthorized major development by filling and grading within the ES AEC and the DWQ Tar/Pamlico River Basin Buffer adjacent to the man-made Lake Landing Canal contiguous to the Pamlico Sound.

Jolly Roger Restaurant (c/o Peggy Wrobleski), Hyde County, unauthorized minor development by constructing an uncovered deck within the ES AEC adjacent to Silver Lake contiguous to Pamlico Sound.

Charles Register, Pender County, unauthorized major development by constructing a boat ramp with retaining wall and installing a mooring piling within the PTA and PTS AECs in the Northeast Cape Fear River.

John West, Pender County, unauthorized minor development by constructing roof covered enclosed addition to an existing residential structure within the OEA and HHFA AECs adjacent to the Atlantic Ocean.

John Anderson, Currituck County, unauthorized major development by installing a boatlift and access ramp with finger pier within the EW and PTA AECs in Capsies Creek contiguous to the Currituck Sound.

Sherman Goodwin, Carteret County, unauthorized major development by constructing finger piers extending off an existing bulkhead creating additional unauthorized boat slips within the EW and PTA AECs in North Bay.

Otto Kuehrmann and Abbott Marine Construction LLC (c/o James Abbott), Craven County, unauthorized major development and violation of the State's dredge and fill permit by constructing a bulkhead within the EW and PTA AECs in and adjacent to the Trent River.

Ron Cullipher, Carteret County, unauthorized major development by placing earthen sod fill material in Section 404 Wetlands and Coastal Wetlands within the CS AEC adjacent to North River.

Arthur Bartholomew and R.H. McClure Builders Inc. (c/o Robert Jordan Jr.), Brunswick County, unauthorized minor development by installing a concrete slab within the 60' Ocean Erodible AEC setback adjacent to the Atlantic Ocean.

Danny Rawls, Onslow County, unauthorized major development by expanding an existing boathouse, constructing a pier platform, and enclosing a structure on an existing pier (authorized by State Permit #54411-D), in the EW and PTA AECs in Chadwick Bay.

Barry Stilwell, Brunswick County, unauthorized minor development by installing impervious brick pavers within the 30' of NHW in the ES AEC adjacent to the Shallotte Sound.

Brad Campbell, Onslow County, unauthorized major development and violation of the State's dredge and fill law by excavating and dislodging the bottom substrate and filling with the resultant spoils within the Estuarine Waters and Public Trust Area AECs in Charles Creek.

Paul Katopodis and Howard Contract Seeding (c/o Derek Howard, contractor), Brunswick County, unauthorized major development by constructing a pier and installing a floating platform within the Estuarine Waters and Public Trust Area AECs in a man-made canal contiguous with Shallotte Sound.

Village of Bald Head Island (c/o Chris McCall), Brunswick County, unauthorized major development and violation of the State's dredge and fill law by beach bulldozing and hauling the excavated sand fill material and depositing and filling within the Estuarine Waters, Ocean Erodible Area, and High Hazard Flood Area AECs in and adjacent to the Atlantic Ocean.

James Parrish, Dare County, unauthorized minor development by constructing a cantilevered porch seaward of the first line of stable natural vegetation in the Ocean Erodible AEC adjacent to the Atlantic Ocean.

Mark Cromwell and Duncan Aydlett (Lightning Marine Construction), Dare County, unauthorized major development by constructing a bridge over a man-made canal contiguous with the Albemarle Sound within the Estuarine Shoreline, Estuarine Waters and Public Trust Area AECs.

Jason Emminizer, Dare County, unauthorized major development and violation of the State's dredge and fill law by placing riprap material within the Estuarine Waters and Public Trust Area AECs and placing concrete, earthen fill, and vegetative debris materials in Coastal Wetlands adjacent to the Albemarle Sound.

John Muir, Washington County, unauthorized major development by reconfiguration of an existing dock and boatlift by providing additional bunks and docking spaces not authorized by the original CAMA permit within theEstuarine Waters and Public Trust Area AECs in the Albemarle Sound.

Harbor Masters (c/o Jeremy Bailey), New Hanover County, violation of the terms and conditions of State Permit No. 81-08 issued to Harbor Masters by constructing a structure not authorized by the permit and installing additional permanent docking slips also not authorized within the Estuarine Waters and Public Trust Area AECs in the Carolina Beach Yacht Basin contiguous to Myrtle Grove Sound.
