Charles Bernard, Dare County, unauthorized major development by constructing a wooden walkway and platform in Coastal Wetlands and the Estuarine Shoreline Area of Environmental Concern adjacent to Askins Creek.

Peter Stienfait and Jerry Davis (contractor, the Lucky Duck LLC), Dare County, unauthorized major development by installing a pier, docking facility, pilings, watercraft racks, and free-standing moorings within the Estuarine Waters and Public Trust Area Areas of Environmental Concern in Currituck Sound.

OIB West Homeowners Assoc. (c/o Curt Rodgers) and Yogi Harper (contractor, Erosion Control Specialists LLC), Brunswick County, violation of the terms and conditions of State Permit No. 49148-D by exceeding the maximum allowable base width and the maximum allowable height of emergency sandbag placement to protect a threatened structure within the Ocean Erodible Area of Environmental Concern adjacent to the Atlantic Ocean.

Kay Picha and Yogi Harper (contractor, Erosion Control Specialists LLC), Brunswick County, violation of the terms and conditions of State Permit No. 49157-D by exceeding the maximum allowable base width and the maximum allowable height of emergency sandbag placement to protect a threatened structure; and constructing an unauthorized dune deck platform within the Ocean Erodible Area of Environmental Concern adjacent to the Atlantic Ocean.

Kenneth Carpenter, Beaufort County, unauthorized minor development by widening an existing gravel driveway and paving the surface to increase the impervious surface within the Estuarine Shoreline Area of Environmental Concern adjacent to the Pamlico River.

 

NC Dept. of Transportation (c/o Lyndo Tippet), Rudy Smithwick, and Flatiron/United (c/o Mark Mallet), Beaufort County, unauthorized major develoment by constructing a sediment basin associated with a NCDOT project within the Estuarine Shoreline Area of Environmental Concern adjacent to the Tar River.

 

Ronald Dail and Bob Rowe (contractor), Hertford County, unauthorized major development and violation of the state's dredge and fill law by continuing to install a bulkhead after expiration of State Permit No. 49432-B and filling the Chowan River with unconfined unconsolidated fill material during the bulkhead installation within the Estuarine Waters and Public Trust Area in the Chowan River.

Nathalie Duez, New Hanover County, unauthorized minor development by installing a fence within the Estuarine Shoreline Area of Environmental Concern adjacent to Pages Creek.

Winfred Taylor, Onslow County, unauthorized minor development by constructing a wooden retaining wall within the CAMA setback in the Ocean Erodible Area AEC adjacent to the Atlantic Ocean.

Phillip Bruce, Pender County, violation of the terms and conditions of CAMA Minor Development Permit No. PC 2007-14 issued by Pender County by the placement of earthen fill material outside of the permitted area and failure to maintain the sediment fencing or to establish other sedimentation and erosion control measures within the Coastal Shoreline Area of Environmental Concern adjacent to Mill Creek.

Joe Jolly, Beaufort County, unauthorized major development by expanding an existing pier structure within the EW and PTA AECs; and constructing a roof to an existing porch, a wooden walkway, a storage shed, and a lean-to within 75' of the normal water level within the CS AEC contiguous and adjacent to the Pamlico River.

Carroll Forehand, John Drames and Walt Perry (contractor), Bertie County, unauthorized major development and violation of the State dredge and fill law and violation of the terms and conditions of CAMA Minor Development Permit no. 2008-01 by placing or discharging an undetermined amount of fill material into the Chowan River within the EW, PTA, CS, and PTS AECS as a result of failing to install erosion control measures associated with permitted land disturbing activities.

David Gallop and Alvin “Buddy” Smith (contractor, Smiths Demolition and Cleanup), Tyrrell County, violation of the terms and conditions of State Permit No. 50044-B by not stabilizing or retaining excavated material from re-entering the adjacent waters, marsh, and other wetlands, and by exceeding the authorized maintenance excavation dimensions within the EW and PTA AECs in waters contiguous to the Alligator River.

Wilmington District:

Cape Fear Boat Works (c/o Sam Long), Brunswick County, unauthorized major development by installing fencing and dolphin pilings within the CW, EW, PTA, and CS AECs contiguous to the Cape Fear River.

Leonard Pennington Jr. and Jeff McCario (contractor), Currituck County, unauthorized major development and violation of the State's dredge and fill law by constructing a walkway adjacent to the authorized bulkhead, the placement of gravel and concrete stones within the 30' CAMA buffer, the replacement of a drainage ditch and drain pipe and the resultant unconsolidated fill eroding into the canal waterway and filling the canal substrate bottom within the EW, PTA, and CS AECs in and adjacent to a man-made canal system contiguous to Currituck Sound.

Morehead City District:

Eric Pake and John Gainey (contractor, Back Sound Harbor, Inc.), Carteret County, violation of the terms and conditions of State Permit no. 95-04 by constructing an additional high ground boardwalk not shown or authorized on the approved permit plat and by placing earthen fill material in coastal wetlands within the CW and CS AECs adjacent to Westmouth Bay.

Liv Stevens, Carteret County, unauthorized major development by constructing a finger pier to an existing dock within the EW and PTA AECs in Bogue Sound.

James Wallace and Wayne See (contractor, Wayne’s Construction), Carteret County, unauthorized major development and violation of the State's dredge and fill law by placing earthen fill material in coastal wetlands and Section 404 Wetlands within the CW and ES AECs adjacent to the Newport River.

Tim Willis, Carteret County, violation of the terms and conditions of State Permit No. 44778C by installing four mooring pilings and creating two additional boat slips.

Mac Weston, Onslow County, unauthorized major development by replacing an existing boat ramp and the new addition of platform area within the EW and PTA AECs in Queens Creek.

Washington District:

Carlton Hall, Tyrrell County, unauthorized minor development by installing an asphalt driveway and constructing a storage shed within the CS AEC adjacent to the Albemarle Sound not authorized by the CAMA Minor Development permit no. 04-07.

Sunnyside Management, Inc. (c/o Deborah Spear), Washington County, violation of the State's dredge and fill law by excavating and filling below the normal high water level as a result of removing tree stumps from the State owned Lake Phelps.

Wilmington District:

Richard Myrtue, Brunswick County, unauthorized major development and violation of the State's dredge and fill law by placing and grading earthen fill material in coastal wetlands and on high ground within the CW and CS AECs adjacent to Davis Canal.

Nelson Teague, Brunswick County, unauthorized major development by installing a floating boatlift and which exceeds more than 1/4 the width of the canal waterway within the EW and PTA AECs adjacent to the AIWW that is contiguous with Shallotte Sound.

Craig Shoe, Inc., Brunswick County, unauthorized major development by constructing an access pier, access ramp, and a floating dock platform within the EW, PTA, and CS AECs adjacent to the AIWW contiguous to Shallotte Sound.

Gabe Walker, Inc. (c/o Calvin Riddle), Brunswick County, unauthorized major development by constructing a pier and floating dock platform within the EW, PTA, and CS AECs adjacent to the AIWW contiguous with Shallotte Sound.

Whit Kehaya and Tim Gaylord (Telesis Ventures, Inc.), unauthorized minor development by placing earthen fill dirt and modifying the residential structure's footprint within the CS AEC adjacent to Middle Sound not authorized or shown in the approved development plat of CAMA Minor Development Permit no. 07-37.

Lyle and Abigail Hancock, Currituck County, unauthorized major development by constructing a dock within the ES, EW, and PTA in a man-made canal contiguous to the Currituck Sound.

Jesse Harris, Perquimans County, unauthorized major development and violation of the State's dredge and fill law by the placement of earthen fill material within non-coastal wetlands delineated by the US Army Corps of Engineers within the CS and PTA AECs adjacent to the Perquimman's River.

Morehead City District:

Carl Disenbacher, Carteret County, violation of the terms and conditions of CAMA Minor Development Permit no. 312-05 by failing to install sedimentation and erosion control measures associated with permitted development adjacent to the South River within the ES AEC.

Danny Langston, Carteret County, violation of the terms and conditions of State Permit No. 40999C by installing an additional jet dock and the resultant creation of a third uanuthorized boat slip within the EW and PTA AECs in Bogue Sound.

Turner Marine, c/o Robbie Webb, Carteret County, violation of the terms and conditions of State Permit No. 44778C by installing four mooring pilings and creating two additional boat slips.

Brian Deanhart, Carteret County, unauthorized major development by the placment of riprap material within the CS AEC adjacent to the North River.

Henry Hammond Jr., Carteret County, unauthorized major development by installing a permanent mooring bouy and its appurtenant anchoring apparatus within the EW and PTA AECs in Taylor's Creek.

Washington District:

Ralph and Nan Miles, Beaufort County, unauthorized major development and violation of the State's dredge and fill law by constructing a bulkhead with associated land disturbing activity in the CS AEC; constructing a wooden breakwater below normal water level and constructing a dock within the EW and PTA AECs; and placing earthen fill material and concrete debris in the CW AEC in and adjacent to the Pungo River.

John Czelusniak, Beaufort County, unauthorized major development and violation of the State's dredge and fill law by dumping or disposing of unconsolidated brick and masonry debris within the PTA and PTS AECs in Pungo Creek.

Coastal Contractors of the Outer Banks (c/o Rex D. Tillett), Hyde County, unauthorized major development and violation of the State's dredge and fill law by placing earthen fill material in the CW AEC adajacent to Southward Creek connected to the Pamlico Sound.

Scott Austin and Terry Prescott (contractor, Prescott Brothers Inc.), Beaufort County, violation of the terms and conditions of State Permit No. 49500-B by exceeding the permitted allowable area for platforms constructed within the PTA AEC in Campbells Creek contiguous with the Pamlico River.

Gary Mayo, Hyde County, unauthorized major development and violation of the State's dredge and fill law by placing earthen fill material in Coastal Wetlands and installing drainage pipes and excavation within the CW AEC adjacent to the Pamlico Sound.

Thomas Sawyer, Beaufort County, unauthorized major development by engaging in land disturbing activity (stump removal) and the discharge of earthen fill material placed on Section 404 Wetlands within the CS AEC adjacent to a canal contiguous to the Pungo River.

CC of the Outer Banks, LLC (c/o Desmond Sheridan), Hyde County, unauthorized major development and violation of the State's dredge and fill law by placing earthen fill material in the CW AEC adajacent to Southward Creek contiguous to the Pamlico Sound.

Frazier Perry Jr., New Hanover County, unauthorized major development by installing mooring piling waterward of an existing pier within the EW and PTA AECS in the Banks Channel.

Robert Spoloric, Dare County, unauthorized major development by installing a jet ski lift adjacent to an existing pier within the EW and PTA AECs in Currituck Sound.

Murray Tynch, Chowan County, unauthorized major development by constructing a side dock within the PTA AEC in the Chowan River.

Elwood Hilts, Dare County, unauthorized major development by constructing a pier in a man-made canal contiguous to Pamlico Sound within the EW and PTA AECs.

Robert Parker, Dare County, unauthorized major development by installing a boatlift designed for two vessels adjacent to an existing dock with existing boatlift and two mooring pilings within the EW and PTA AECs in Currituck Sound.

Morehead City District:

Tim McCarthy, Carteret County, violation of the terms and conditions of CAMA Minor Development permit no. 08-04 by constructing an impervious roof over an existing deck which was within the 30' CAMA buffer area in the CS AEC adjacent to Bogue Sound.

Gordon Pickett, Pamlico County, unauthorized major development by installing and placing a permanent mooring buoy and its appurtenant anchoring apparatus in Greens Creek within the EW and PTA AECs.

Charles Seymour, Pamlico County, unauthorized major development by installing and placing a permanent mooring bouy and its appurtenant anchoring apparatus in Greens Creek within the EW and PTA AECs.

Washington District:

James and Teresa Morris, Beaufort County, unauthorized minor development by installing a sitting area consisting of pavers immediately in the PTS AEC landward of an existing bulkhead adjacent to Bath Creek.

Joseph Briley, Beaufort County, violation of the terms and conditions of State Permit No. 49393-B by exceeding the maximum 400 sq.ft. platform area allowed within the EW and PTA AECs in the Pamlico River.

John and Kristin Carroll, Beaufort County, violation of the terms and conditions of State Permit No. 50861-B by exceeding the maximum dockage for two boats by installing a jet ski lift within the PTA AEC in Bath Creek.

Washington Bateman, Beaufort County, unauthorized minor development by constructing a two story building within 20' of the normal water level in the CS AEC adjacent to the Pungo River.

Wilmington District:

Tracy Hopkins, New Hanover County, unauthorized placement of earthen fill material in Section 404 Wetlands within the CS AEC adjacent to ORW on Myrtle Grove Sound.

Charles Yopp and Peter Moeller (contractor, Hammerhead Marine Construction, Inc.), Onslow County, violation of the terms and conditions of State Permit No. 49177 and violation of the State's dredge and fill law by exceeding the maximum length of the permitted bulkhead and placing riprap material within the EW and ES AECs contiguous with Everett's Creek.

Derek Roberts, Pender County, unauthorized major development and violation of the State's dredge and fill law by excavating the bottom substrate within Topsail Sound adjacent to the AIWW in the EW and PTA AECs.

Frisco Woods Campground, LLC (c/o Ward Barnett), Dare County, unauthorized major development by installing pilings for the proposed construction of a bulkhead in a manmade canal within the Estuarine Waters and Public Trust Area Areas of Environmental Concern contiguous with Pamlico Sound.

Wayne Wilbanks, Currituck County, unauthorized major development by installing a floating boat mooring platform within the Estuarine Waters and Public Trust Area Areas of Environmental Concern in Currituck Sound.

Lawrence Allen, Carteret County, violation of the terms and conditions of State Permit No. 185-07 by installing additional boatlifts and platforms not shown on the permitted plat and failing to complete the construction of the dock and platforms in accordance with the terms and conditions of the such permit within the Estuarine Waters and Public Trust Area AECs in Bogue Sound.

Marion Noe, Carteret County, violation of the terms and conditions of State Permit No. GP47148-C by exceeding the permitted 400 square feet enclosed area of the boatlift within the Coastal Wetlands, Estuarine Waters, and Public Trust Area AECs and placing a two story enclosed floating structure on such boatlift within the Estuarine Waters and Public Trust Area AECs contiguous with Taylor's Creek.

Carteret County (c/o Bill Zaist) and Fences Unlimited (c/o David Britton) unauthorized minor development by installing a fence within 75' of normal high water within the Coastal Shoreline AEC adjacent to Town Creek.

Paul Bogardus, Pamlico County, unauthorized major development by installing a permanent mooring bouy and its appurtenant anchoring apparatus within the Estuarine Waters and Public Trust Area AECs in Greens Creek.

Lawrence Meyer, Carteret County, Unauthorized major development by constructing a dock and creation of a fourth boat slip within the Estuarine Waters and Public Trust Area AECs in Westmouth Bay.

Hogan’s Landing HOA (c/o Dr. Randy Schilsky) and John Cassidy (contractor), Onslow County, violation of the terms and conditions of State Permit No. 199-07 issued to Hogan's Landing Homeowners Association by constructing the authorized dock inconsistent with the permitted plat, exceeding the permitted number of docking slips, and exceeding the total area of permitted docking platform within the Estuarine Waters and Public Trust Area AECs contiguous with Bear Creek and the AIWW.

Albert Lee, Carteret County, violation of the terms and conditions of State CAMA Permit by filling, grading and land disturbing activity within the Coastal Shoreline AEC adjacent to Bogue Sound inconsistent with the permitted work plat.

Sherwood Bass, Bertie County, unauthorized installation of a boat ramp and a gravel approach within the Public Trust Area and Coastal Shoreline AECs in Salmon Creek.

Wilmington District:

Douglas and Vicki Wallace, Onslow County, unauthorized major development and violation of the State's dredge and fill law by the placement of earthen fill material within the Coastal Wetlands and Coastal Shoreline AEC contiguous with Stump Sound.

Rex Bost and Coastal Marine Construction (c/o Jimmy North), Onslow County, unauthorized major development by installing additional pier platform area to an existing pier within the Estuarine Waters and Public Trust Area AECs in Stump Sound.

John Young, New Hanover County, unauthorized major development and violation of the State's dredge and fill law by placing earthen fill material in Section 404 Wetlands and within the Coastal Wetlands and Estuarine Shoreline AECs adjacent to the Cape Fear River.

Guide Group, LLC (c/o Mike Robinson), Carteret County, unauthorized major development and violation of the State's dredge and fill law by placing earthen fill material within coastal wetlands and a tidal ditch as a result of a roadway expansion project and failing to erect and maintain sedimentation and erosion control structures in an unnamed tributary contiguous to the North River within the Coastal Wetlands, Estuarine Waters, Public Trust Area and Coastal Shoreline AECs.

Fred Schultz and Brad Mansour (contractor), Pamlico County, violation of the terms and conditions of State Permit #51267C and violation of the State's dredge and fill law by constructing a dock longer than authorized and encroaching into the navigation channel; placing unauthorized riprap material; and failure to erect erosion and sedimentation measures to and subsequently filling coastal wetlands with earthen material or sediment runoff within the Coastal Wetlands, Estuarine Waters and Public Trust Area Areas of Environmental Concern in and adjacent to Brites Creek.

Roberson Contracting (c/o Glenn Whilloughby), Carteret County, unauthorized major development and violation of the State's dredge and fill law by placing earthen fill material within coastal wetlands and a tidal ditch as a result of a roadway expansion project and failing to erect and maintain sedimentation and erosion control structures in an unnamed tributary contiguous to the North River within the Coastal Wetlands, Estuarine Waters, Public Trust Area and Coastal Shoreline AECs.

Washington District:

Kenneth and Jacksie Pitts, and Jesse Cahoon (contractor), Beaufort County, unauthorized minor development by installing a riprap revetment landward of normal water level within the the Coastal Shoreline AEC adjacent to Goose Creek.

Wilmington District:

Henry Blake, Pender County, unauthorized major development by relocating an existing floating dock and creating an additional boat slip; installing two personal watercraft lifts; and constructing a boathouse within the Estuarine Waters and Public Trust Area AECs in Topsail Sound contiguous to the AIWW.
