The North Carolina Environmental Management Commission (EMC) adopted a rule to reduce unnecessary idling of heavy-duty trucks on July 9, 2009. However, this proposed rule adoption was awaiting legislative review per G.S. 150B-21.3(b1) during the 2010 session of the General Assembly. The rule became effective July 10, 2010 without any legislative changes. New
