Objective:

The Policy Board for the Albemarle-Pamlico National Estuary Program works with NCDENR and the Program Office to support, evaluate, update, advocate and guide the implementation of the CCMP and the APNEP mission.

Background:

The Policy Board provides community involvement, participation, and support to the Albemarle-Pamlico National Estuary Program on measures to restore and protect the significant resources of the Albemarle-Pamlico region. It was established by North Carolina Governor's Executive Order #74. The Policy Board includes representation from various interests in the basin. The Policy Board also includes, two representatives from each of the three Advisory Committees: The APNEP Policy Board, along with the Citizens Advisory Committee and Management Advisory Committee, and Science and Technical Advisory Committee were established in North Carolina Governor's Executive Order #74 in May 2005 to guide implementation of the Comprehensive Conservation and Management Plan (CCMP).

Duties:

  1. The role of the Policy Board is to guide, evaluate and support the CCMP implementation process and advancement of the CCMP and its management actions, and to ensure the highest level of collaboration, coordination and cooperation among state and federal agencies, local governments, the public and various interest groups.
  2. The Policy Board consults the advisory committees and the Program Office for recommendations pertaining to implementation of CCMP management actions at the regional and local levels, and the coordination and development of research and monitoring priorities.
  3. The Policy Board advises the state, federal, and local agencies responsible for environmental and natural resource management about concerns and issues relevant to implementation of the CCMP.
  4. The Policy Board makes recommendations based on CCMP implementation progress and success, and shall identify and prioritize information needs as described in the CCMP.
  5. The Policy Board evaluates the relevance of the CCMP and consults with the advisory committees and the Program Office for recommendations on amending the CCMP to address new or emerging issues that may affect the significant natural resources of the Albemarle-Pamlico estuarine system.
  6. The Policy Board is an advocate for the implementation of the CCMP and the APNEP mission and the APNEP.
  7. The Policy Board, in cooperation with the Program Office, develops an annual report, budget, and work plan that addresses priorities for implementing and updating the CCMP.

The Policy Board is responsible for determining its own rules of order, bylaws, chairpeople, attendance requirements and other matters of protocol.

History

APNEP's policy board was sanctioned in Governor's Executive Order #74 in May 2005 (replaced in August 2007 by North Carolina Governor's Executive Order #122. Prior to 2005, APNEP was supported by five River Basin Advisory Councils, and members of these councils helped form the initial APNEP advisory committees and policy board.
