Jessica Marlies, Assistant General Counsel
Jessica joined the Department's Office of General Counsel on May 2, 2011.
Jessica previously worked as a litigation associate with the firm of Brooks, Pierce, McLendon, Humphrey and Leonard where she specialized in environmental litigation and general commercial litigation. Her litigation cases involved various environmental issues such as CERCLA/Superfund, Section 401 Water Quality Certifications, Section 404 Clean Water Act permits, NPDES permits, Clean Air Act/Title V models, condemnations, and FIFRA. Other issues involved trade secret theft cases to prevent infringement of intellectual property rights in the public sector and drafting and review of commercial contracts.
She also participated in a Citizens' Advisory Team working on the City of Greensboro's new land development ordinance.
She has also been an active member of the North Carolina Bar Association and has served as an officer of the Environmental Section as Chair in 2009, Vice-Chair in 2008, Secretary in 2007 and Treasurer in 2006.
Jessica completed her undergraduate degree at Barnard College of Columbia University, graduating with a Bachelor of Arts with Honors in 1993. She completed her law degree at the University of North Carolina at Chapel Hill, graduating with a Juris Doctor with High Honors (3rd in her class) in May 2000.
