Those sites that have not been located are represented at the NAD 1983 NC State Plane coordinate (0,0).  Most of the sites not located are within 19 counties that have not been inventoried.  Future data collection of pre-regulatory landfills within these counties is scheduled to commence in the summer of 2009.  Other sites without coordinate data (whose coordinate pair is 0,0) cannot be located: no further activities to locate these sites are planned at the time of this publication.</complete><logic>The coordinates contained in this data set were originally collected using map-grade GPS units (HSC_Code = 12) or scaled from paper maps (HSC_Code = 21). The data were then manually recorded into the IHSB database. Locations from the database were plotted against the NC state county boundary GIS inventory as a test to data entry integrity. The source county boundary layer was created and is maintained by the NC Center for Geographic Information and Analysis. The county boundary data set metadata contained the following description: "The NC Center for Geographic Information and Analysis developed the GIS data set, County Boundaries, as mapped by the US Geological Survey-Digital Line Graph Program to facilitate planning, siting and impact analysis in the 100 individual counties of North Carolina. This file enables the user to make various county-level determinations when used in conjunction with other data layers. This coverage does not include the shoreline but contains straight-lined boundaries of all of North Carolina's Counties." Errors from the test were reported to the IHS Branch, corrected and resubmitted for duplicate testing. 652 of the 696 pre-regulatory landfills depicted in this data layer fall within the county boundaries as delineated from North Carolina state county boundary GIS data inventory matching those county site data contained within the program database. 43 of 696 site locations are assigned coordinates of (0,0).</logic><posacc><horizpa><horizpar>See HSC_Code field metadata for details.  Location values were manually entered into the IHSB database.</horizpar></horizpa></posacc><lineage><procstep><procdate>None</procdate><procdesc>Data was collected using 1-3 meter accuracy GPS units with differential corrections applied.</procdesc></procstep><procstep><procdate>None</procdate><procdesc>Corrected location data was recorded in NAD 1983 NC State Plane coordinates.  These were manually entered into the IHSB database for pre-regulatory landfills.</procdesc></procstep><procstep><procdate>20090601</procdate><procdesc>Data excerpt was acquired from Inactive Hazardous Sites Branch that represent those records depicting the pre-regulatory landfill sites for which the Branch has responsibility of oversight and approval of the assessment and remediation.  Among other fields, the excerpt contains the recorded location data.</procdesc></procstep><procstep><procdate>20090602</procdate><procdesc>Integrity tests against the NC county boundaries layer (see description of source data within this metadata under the Data Quality Information section) produced errors suspected to have been generated during data entry.  These included coordinate pair exchanges, an incorrect county name, incorrect units recorded (feet vs. meters), and a few miscellaneous data entry errors.
