The Program is authorized by the state statute Brownfields Property Reuse Act. For more information, visit http://www.ncbrownfields.org
<purpose>The purpose of this data set is to provide a geographic representation of the location of sites with completed and eligible Brownfields Agreements under the Brownfields Property Reuse Act. This dataset is intended for general planning and mapping purposes (rather than highly accurate analytical or public health purposes).</purpose><supplinf>Completed Brownfields Agreement site locations are derived from county parcel GIS data. The lat/long coordinates are generated from the centriod of the parcel(s) that make up the Brownfields Agreement Sites. Where the centriod is not located within a property (parcel) boundary, the location is moved to be within the nearest parcel. Parcels that represent multiple Brownfield Agreements contain multiple points, the generation of which are not necessarily the centriod of the parcel(s) polygon. All sites fall within the boundaries of a single parcel associated with the Brownfields Agreement land restriction. Consistent horizontal positional accuracy for this dataste varies across the state and is not quantifiable because the data was compiled from a variety of sources. The attribute source data is natively housed in a non-spatial relational database, rather than a GIS system.</supplinf></descript><spdom><bounding><westbc>-83.058469</westbc><eastbc>-76.583590</eastbc><northbc>36.515870</northbc><southbc>34.181781</southbc></bounding></spdom><keywords><theme><themekt>ISO 19115 Topic Category</themekt><themekey>environment</themekey></theme><theme><themekt>EPA GIS Keyword Thesaurus</themekt><themekey>Cleanup</themekey><themekey>Compliance</themekey><themekey>Conservation</themekey><themekey>Contaminant</themekey><themekey>Environment</themekey><themekey>Health</themekey><themekey>Impact</themekey><themekey>Monitoring</themekey><themekey>Natural Resources</themekey><themekey>Permits</themekey><themekey>Regulatory</themekey><themekey>Remediation</themekey><themekey>Sites</themekey></theme><place><placekt>None</placekt><placekey>North Carolina</placekey></place><theme><themekt>User</themekt><themekey>Brownfields</themekey><themekey>Brownfields Program</themekey><themekey>Division of Waste Management</themekey><themekey>NC DENR</themekey><themekey>North Carolina Department of Environment and Natural Resources</themekey></theme></keywords><timeperd><current>20111231</current><timeinfo><sngdate><caldate>20111231</caldate></sngdate></timeinfo></timeperd><status><progress>Complete</progress><update>Annually</update></status><accconst>None.</accconst><useconst>None. A list of PIN values and their associated Brownfields Agreement sites were created using this information (as well as address information, site name and other detailed data). 2) County parcel GIS data were collected from counties and state agencies. 3) A list of Completed Brownfields Agreement sites with fields for use with the published Brownfields Agreement point layer were extracted from the Brownfields Program's database.</procdesc></procstep><procstep><procdate>20090127</procdate><procdesc>Identify Parcels within Brownfield Agreement Sites: The list of PIN values for the Brownfields Agreements were matched to each county parcel layer. The matched records were then extracted as a new polygon layer (one for each county). These layers were merged into a single state-wide layer. Corrections to the data and research for unmatched records were conducted using recorded plats and other published records information until at least one parcel was identified for every Brownfield Agreement site.</procdesc></procstep><procstep><procdate>20090402</procdate><procdesc>Create Point Layer: The location for the Brownfields Agreement Site point-layer is based on the centroid of the parcel(s) identified for each Brownfields Agreement. ArcGIS was used to dissolve the parcels based on the project identifier. The centriod of each site was calculated and exported as a point-shape file. Points that fell outside of a parcel boundary (e.g. in a street right-of-way) were moved to a location within the boundary of a parcel within the Brownfields Agreement site. Additional sites were placed within a parcel for sites that have more than one Brownfields Agreement associated within its boundaries. The resulting point-layer contains one location (point) per Brownfields Agreement, each within a parcel boundary within the Brownfields Agreement site.</procdesc></procstep><procstep><procdate>20090402</procdate><procdesc>Building the Table: The extracted data from the Brownfields Program database were used as a source for attributing this layer. The input table was originally extracted to Microsoft Excel and imported into Microsoft Access where the field definitions were created. The table was joined to the point-layer by the Brownfields Agreement identifier. All fields not wanted for retention were then removed.</procdesc></procstep><procstep><procdate>20100528</procdate><procdesc>Updated dataset to include all BFA Sites through 01012010</procdesc></procstep><procstep><procdate>20100528</procdate><procdesc>Metadata Updated</procdesc></procstep><procstep><procdesc>Data updated to contain sites with BFAs through 12/31/2011</procdesc><procdate>20120511</procdate></procstep><procstep><procdesc>Metadata updated; data published</procdesc><procdate>20120803</procdate></procstep></lineage></dataqual></metadata>
