Data is entered and managed on a regional basis by each of the seven regional offices.  Sites managed in the central office by the State Lead program are not routinely updated as the State Lead program is unable to edit any of the regional databases.  Each of the seven regions: Washington (WaRO), Wilmington (WiRO), Fayetteville(FRO), Winston-Salem (WSRO), Mooresville (MRO), Raleigh (RRO), and Asheville (ARO) must enter and edit its own data and State Lead data for sites in its region where requested.  No regional office is able to read or edit data from any of the other six regional offices.  The central office maintains the only comprehensive copy of the RUST containing all regions data.  The UST web page contains recent and downloadable copies of the comprehensive RUST in Microsoft Access and Excel formats.</eaover><eadetcit>UST Section, NC Division of Waste Management</eadetcit></overview></eainfo><mdDateSt>20110426</mdDateSt><dataqual><logic>The data layer presented includes all underground storage tank incidents with assigned coordinates for the Mooresville Region.  High Risk incidents should all be recorded to topographic grade or better, but exceptions are likely due to new incidents being added and lack of a procedure to check data at time of entry into the RUST database.  High and intermediate risk sites in Mecklenburg, Rowan, Cabarrus, Stanley, Iredell, Union &amp; Gaston counties have been field collected and processed to map grade uncorrected and map grade corrected in most cases.  Locations for high and intermediate risk site are based on incident file locations of the source of the release or “worst case” concentrations of contaminants and therefore may not correspond to locations of tank fill ports collected by the Permits and Inspections Branch of the UST Section.  Where multiple incidents are plotted on the same parcel, off-sets may be used in order to make all incident locations visible.</logic><complete>13,379 records were contained for the Mooresville Region within the May 15, 2009 RUST.  Only 4,874 of these records were for confirmed UST contamination incidents.  The remaining records represent UST closure and complaints that did not become confirmed UST contamination incidents.  Of the 4,874 confirmed incidents, 3,739 had associated GPS coordinates.  These 3,739 records were edited to those fields useful for this project and saved at the source table TBUST_D Events used for this layer.  The layer was saved as Export_MRO8.03.10.dbf.</complete><posacc><horizpa><horizpar>Location data quality is highly variable, with the least accurate data (unknown &amp; user provided) only accurate to within the county.  Most of the data has been corrected to plot within the correct parcel (subject to the quality of information in the file) – GPS code 4, or to the approximate address – GPS code 5.  The most accurate data is associated with high risk incidents (confirmed risk column) in Cabarrus, Gaston, Mecklenburg, Rowan, Stanley, Union, and Iredell Counties and is map grade corrected – GPS code 1.
